The concept of «terrorism»: the legal aspect

Abstract

Subject of research: of the study is the norms of national and international legislation, enshrining the concept of ‘terrorism’, definitions of the concept of ‘terrorism’ by various authors.

Purpose of research: to develop a unified approach to understanding the essence of modern terrorism from a legal point of view.

Methods and objects of research: the article uses such general scientific methods of research as: generalisation, analysis and synthesis, comparison, concretization.

Main results of research. Terrorism is a public socially dangerous activity that infringes on public or (and) national security and consists in intimidation of the population, provocation of military conflict, international complication by any means provided for by the norms of national or (and) international legislation, and aims to influence the decision-making of an international organisation, public authorities and their officials, other organisations performing public functions, or the attraction of public officials, or the involvement of international organisations, public authorities and their officials.

The purpose of punishment for environmental crimes: from traditional to new

Abstract

Subject of research: the norms of the criminal law devoted to the purposes of punishment.

Purpose of research: to establish and classify the functions of criminal punishment for environmental crimes.

Methods of research: general scientific methods are used in the work: dialectical, logical, system-structural, analysis and synthesis, as well as some private scientific methods of cognition.

The object of research: some criminal law views on the norms of the criminal law devoted to the purposes of punishment for environmental crimes.

The main results of research: when studying the goals (functions) of punishment, the author came to the conclusion that it is necessary to distinguish those of them that are inherent in all types of punishments, and those that are inherent in individual punishments imposed for certain types of crimes. The conclusion is substantiated that the following functions of punishment should be fixed in place of the goals of punishment fixed in Article 43 of the Criminal Code of the Russian Federation: detaining the person who committed the crime from new crimes (preventive function), restitution (restoration of the victim's position), compensation (compensation for harm caused), resocialization of the convicted person.

Some issues of prevention of recurrent crime by special criminological measures

Abstract

The high scientific significance of the identified problem is mediated by the fact that Russian criminological and criminal legal sciences have not yet created their own fundamental strategy for preventing recidivism – a coherent and orderly system of theoretical knowledge about it, measures to control and counter this dangerous social phenomenon.

Subject of research: the norms of domestic legislation regulating the special criminological prevention of recidivism; scientific developments, statistical material on the research topic.

Purpose of research: formulate proposals for improving and increasing the effectiveness of measures specifically criminological prevention of recidivism, as well as filling the missing criminological knowledge about the prevention of this phenomenon.

Methods of research: the article uses both general scientific methodological tools and private scientific methodological tools. The methodological basis of the study will be a systematic approach, within which a set of general principles and methods of scientific knowledge is used.

Main results of research: the system of measures to combat recidivism was comprehensively analyzed, and an expansion of the scope of application of the existing punishment system was proposed. A person who finds himself in isolation undergoes certain changes, previously established social ties are disrupted, and upon release, serious problems often arise with adaptation to life. It is necessary to improve the domestic punishment system, but there is no need to radically change it, since the individualization of punishment has much more opportunities to be realized with the existing palette of punishments.

Fundamentals of the doctrine of the structure of the criminal law norm

Subject of research is the scientific works devoted to the formation of the structure of criminal law norms (hypotheses, dispositions and sanctions).

Purpose of research: to develop scientifically based proposals on the reflection of criminal law norms in the Criminal Code of the Russian Federation.

Methods and objects of research: the research is based on the dialectical method of cognition, the formal legal method, as well as methods of analysis, synthesis, induction and deduction. The object of the study is some criminal law views on the structure of the criminal law norm.

Main results of research: the conclusion is made about the peculiarities of the structure of the criminal law norm and its reflection in the criminal legislation of Russia.

Modeling of a wind-diesel plant for supplying decentralized areas of the Far North

Abstract

In the territory of the decentralized power supply zone of the far north, the cost of 1 kWh may exceed 100 rubles. Therefore, there is a need to find another way to supply power to these areas. This work presents a solution for power supply facilities located in areas with high wind potential, namely, the use of combined electrical installations based on wind-diesel generators.

Subject of research: wind power based combined installations.

Purpose of research: modelling of an isolated power supply system based on wind turbines.

Object of research: power supply systems with wind power installations.

Methods of research: analysis, simulation modelling.

Main results of research: the paper presents modelling showing the dynamic characteristics of the system.

Monitoring of electricity quality indicators using Wavelet transform

Abstract

The paper presents a simulation model of an electric power supply system with a nonlinear load operating in a non-stationary mode. To analyze the non-sinusoidal mode, the use of a batch wavelet transform is proposed. The wavelet transform has a number of advantages, which can be used to implement electricity quality indicators into a monitoring system.

Subject of research: power quality indices.

Purpose of research: proof of the advantage of the wavelet transform in the analysis of non-sinusoidal non-stationary modes.

Object of research: a power supply system with a voltage of up to 1 kV with non-linear loads that distort the quality of electricity.

Methods of research: analysis, computer modelling.

Main results of research: еhe prospects of using the wavelet transform for the organization of a system for monitoring electricity quality indicators have been proved; the absence of the spectrum spreading effect is shown.

Analyzing the application of artificial neural networks to assess the technical condition of 6-10 KV power transformers

This paper compares the effectiveness of the k-nearest neighbours Regressor machine learning model and the k-nearest neighbours Classifier model in the task of predicting the state of transformer equipment using data that has been captured by a transformer monitoring system.

Subject of research: power transformers.

Purpose of research: identifying the best model in the task of classifying the state of transformer equipment.

Object of research: transformer equipment diagnostic system.

Methods of research: analysis, computer modelling.

Main results of research: data on the effectiveness of models with different parameters were obtained, but all regression models showed a worse result than the classifier model.

On the use of the Malmquist index to assess the effectiveness of the functioning of district and municipal medical institutions in the Region

Abstract

Subject of research: the activities of health care institutions of the Khanty-Mansiysk Autonomous Okrug (KhMAO – Yugra) in providing medical services to the population in the period from 2013 to 2021.

Purpose of research: analysis of the dynamics of the medical efficiency of the functioning of health care institutions (HCI) of the Khanty-Mansiysk Autonomous Okrug – Yugra using the Malmquist index together with the data envelopment analysis (DEA method).

Methods and objects of research: the medical efficiency of these institutions was assessed using the DEA method. Multiplicative decomposition of the Malmquist index assesses the level of influence on the medical efficiency of technological changes in the subject area, the work of HCI management and changes in their scale.

Main results of research: it has been established that changes in patient treatment technologies have the greatest impact on the dynamics of the medical efficiency of HCI. The scale of HCI and the efficiency of their management are not so critical, which is due to the specifics of the territorial organization of the healthcare system. The use of the Malmquist index allows us to evaluate both the medical effectiveness of health care institutions and to identify carriers of “best practices” in terms of the implementation of medical technologies and the management of health care institutions.

Numerical solution of the inverse problem of identifying methane consumption rate in soil

Abstract

Subject of research: a mathematical model of methane consumption in soils.

Purpose of research: to develop an algorithm for the numerical solution of the inverse problem of identifying the methane consumption rate in soils.

Methods and objects of research: this work addresses the issue of recovering the methane consumption rate in soil based on measured methane concentration data at a set of points. The mathematical model is a second-order ordinary differential equation, and the sought coefficient is the lower-order coefficient in the equation. This equation is based on the MeMo v1.0 model. It is noteworthy that the inverse problem posed had not been theoretically investigated before, and the proposed methods for its solution previously required rather large data sets, unlike the current work.

Main results of research: an algorithm for the numerical solution of the problem was obtained, based on the method of steepest descent, which demonstrated good convergence for a set of synthetic data. The error in recovering the methane consumption rate by depth does not exceed 19 %, averaging 16 %. The error in recovering the methane concentration by depth, for a twofold increase in the number of measurement points, is 2.3 %.

Development of an algorithm for the uniform distribution of maintenance of communications and automation equipment

Abstract

Subject of research: calculations on discrete mathematical structures.

Purpose of research: to develop an algorithm for optimizing the distribution of types of maintenance of communications and automation in the departments of the internal affairs bodies of the Russian Federation.

Methods and objects of research: the article considers the possibility of improving the planning of maintenance measures for communications and automation equipment used in the internal affairs bodies of the Russian Federation in solving tasks assigned to the Ministry of Internal Affairs of Russia. It is noted that in modern conditions, careful planning of all operations and activities carried out by technical specialists in the departments of internal affairs bodies is necessary. It is indicated that due to the employment or shortage of technical personnel, events may occur related to poor-quality implementation of technical support measures. It is proposed to use the average absolute error (MAE) as a criterion for the uniformity of distribution, taking into account both positive and negative deviations in the duration of maintenance by month during the calendar year.

Main results of research: an algorithm for the uniform distribution of types of maintenance has been developed, the possibility of its application in the departments of internal affairs bodies has been shown are presented using the example of the equipment of the situation center of the Voronezh Institute of the Ministry of Internal Affairs of Russia, the limitations of the application of the developed algorithm have been determined.

On the determination of points sources in inverse heat and mass transfer problems

Abstract

Subject of research: problems of numerical determination of point sources in inverse heat and mass transfer problems.

Purpose of research: description of theoretical results (theorem of existence and uniqueness of solutions of the inverse problem), creation of an algorithm for solving the problem of numerical determination of point sources, study of its properties, numerical implementation of the algorithm and its testing and verification of stability.

Objects of research: problems of numerical determination of point sources (right-hand side of a special type) in inverse problems of heat and mass transfer. The sources are specified as a sum of Dirac delta functions with coefficients that depend on time and characterize the power of the corresponding source. They are unknown and are to be determined together with a solution of the equation. The values of the solution at a certain set of points lying inside the domain serve as the overdetermination data.

Methods of research: the algorithm is based on the finite element method for spatial variables and the finite difference method for time. The unknown right-hand side is determined at each time layer using the overdetermination condition.

Main results of research: description of the algorithm for solving the problem, its properties, results of numerical experiments. In particular, the conditions are described when the algebraic system to which the problem is reduced has a unique solution. The data obtained as a result of the calculations are compared with test examples. The calculations are also carried out with the addition of random noise of various levels to the measurement data. The results show that the solution is stable under random perturbations of the data.
