Problems of qualification in receiving a bribe on the example of medical workers

Abstract

Subject of research: norms of the criminal legislation of the Russian Federation devoted to bribery and the concept of an official, as well as clarifications of the Plenum of the Supreme Court of the Russian Federation on the qualification of certain crimes of corruption.

Purpose of research: to give scientifically based proposals to eliminate the problem of qualifying the actions of a medical worker, including one who is the head of a structural unit of a medical organization, as receiving a bribe.

Object of research: social relations arising in connection with the performance by a medical worker of his professional and official duties, which were studied using comparative legal, dialectical and analytical methods.

Main results of research: a justification is proposed for the need to include in the Criminal Code of the Russian Federation a rule on liability for illegal remuneration of officials of healthcare institutions.

The purpose of the crime: the criminal-legal significance and correlation with the motive

Abstract

The subject of the study is the norms of Russian criminal legislation containing the objectives of the crime, materials of judicial practice, as well as scientific works of scientists dealing with the issues of the criminal legal significance of the purpose of the crime and its correlation with the motive.

The purpose of the study is to formulate scientifically based conclusions regarding the criminal legal significance of the purpose of the crime and its correlation with the motive.

Research methods: the research is based on the dialectical method of cognition, the formal legal method, as well as methods of analysis, synthesis, induction and deduction. The object of the study is public relations in the field of criminal law regulation of the purpose of the crime.

The main results of the study: the purpose of the crime is a complex category, which is revealed in three meanings. The conclusion is substantiated that the purpose of the crime is an indicator of the social danger of the crime and the identity of the perpetrator, and therefore acts as a means of differentiation and individualization of criminal responsibility. Theoretical conclusions on the correlation of motive and purpose are formulated. The correct definition of the purpose of the crime contributes to the most accurate qualification of the deed, the definition of penalties or other measures of criminal legal impact. In addition, the definition of a goal can help to establish the determinants of criminal behavior, helps to investigate the personality of the offender in the most depth and develop measures to prevent individual crimes.

Abstract

The subject of the study: criminal law categories. The issue of criteria for classifying a certain criminal law term into a category remains problematic and debatable.

The purpose of the study: to identify the primary basic criminal law categories, to substantiate their features.

Research methods: due to the specifics of the study, the methods of system-structural and functional analysis are used as the main ones. as a methodological basis for the study. The dialectical method of cognition of socio-legal phenomena is used, as well as general scientific methods of cognition (analysis, synthesis), private scientific (formal logical, epistemological).

The main results of the study: the primary basic criminal law categories are crime and punishment. The category of criminal liability is a secondary criminal law category, since it is derived from the primary legal category of legal liability. The author formulates the signs that characterize the criminal law category.

Analysis of features of electric energy quality management and voltage regulation in housing and communal services

Abstract

Subject of research: methods of improving the quality of electric energy in electric networks used for power supply mainly to municipal consumers in urban areas.

The purpose of the study is to determine the most relevant methods for improving the quality of electric energy of municipal consumers, their advantages and disadvantages, as well as determining the direction of modernization.

Methods and objects of research: the object of research in this material is the housing and communal complex in urban areas, in particular the electric grid complex. The work is based on such scientific research methods as analysis, synthesis, modeling and generalization.

The main results of the study: the analysis of the features of electric energy quality management and voltage regulation in modern conditions. The importance and necessity of using modern intelligent systems to improve reliability, energy efficiency and quality of electric energy i s highlighted. The key prerequisites for the introduction of smart systems for monitoring the state of the electrical network are formulated. The tasks, the solution of which is necessary for the modernization of the complex, have been identified. A proposal has been made to use artificial intelligence-based systems as the main tool for modernization.

Subject of research: methods for assessing the economic efficiency of renewable energy sources

Purpose of research: describe the state of electricity production based on renewable energy sources in the world and in Russia, and provide calculations of efficiency indicators.

Object of research: electrical power systems with renewable energy sources.

Main results of research: an overview of the performance of power plants based on renewable energy sources around the world and an analysis of the economics of promising projects based on the use of renewable energy sources in Russia are provided. An analysis of statistical deviations over the past eight years was carried out.

Object: to describe the state of electricity production based on renewable energy sources in the world and in Russia, to calculate the efficiency indicators of renewable energy sources.

Improving the quality of the power supply system of technical fleet vessels when supplied from shore regional electric power systems

Abstract

A significant increase in the load on technical fleet objects, such as floating cranes, dredgers, dredgers, etc., causes the problem of electromagnetic compatibility. Electricity supply of technical fleet vessels is carried out from 0.4 kV shore networks for economic reasons, but the quality of electricity of the shore-to-ship power transmission does not meet the requirements of GOST 32144-2013 and the Rules for the Classification and Construction of Inland Navigation Vessels of the Russian River Register (RSRR). Physical wear and tear of technical fleet vessels exacerbates this problem.

Subject of the study: processes affecting the stability of the electrical load on the voltage of the ship's 0.4 kV network when supplying the vessel with electricity from a 10 kV shore network and violating the EMC of technical equipment.

Objective of the study: development of scientific provisions and recommendations to improve the stability of ship voltage load nodes when powered from shore networks. Research subject: power supply systems of technical fleet vessels when powered from shore power systems.

Research results: based on the conducted research, it is shown that the proposed method increases the stability of the electrical load on the voltage of technical fleet vessels when powered from shore networks, which is essential for water transport.

Subject of research: methods of relative measurement of higher harmonics for detecting a faulty feeder with a single-phase ground fault.

Purpose of research: evaluation of sensitivity of the methodology of faulty feeder search using wavelet transform.

Object of research: distribution networks of 6(10) kV.

Main results of research: the level of higher harmonics does not affect the performance of the technique, regardless of the point of the fault and the harmonic composition of the load, the damaged connection is the highest value of the spectrum energy.

Dataset preparation for CROHME 2019 for training a neural network

Abstract

Subject of research. This article examines the process of data preparation for training neural network models that address the task of recognizing complex handwritten mathematical expressions and converting them into typesetting systems like LaTeX or MathML. The dataset under study is CROHME 2019, which contains images of handwritten mathematical expressions and their corresponding LaTeX annotations.

The objective of this research is to develop and describe a data preparation process that ensures correct model training and minimizes errors in numerical labels and transformations. The study focuses on the following key stages: loading and preprocessing images, parsing LaTeX annotations, linking images with their corresponding annotations, normalizing pixel values, creating and verifying the tokenizer vocabulary, and preparing the tokenizer itself.

The methods include data analysis and processing using specialized tools for working with images and text annotations.

The main outcome of this work is the creation of a dataset ready for use in training the neural network model. The prepared dataset ensures accurate alignment between images and annotations, as well as correct conversion of mathematical expressions into LaTeX code.

Maximizing the number of allowable approximation errors when building a linear regression model

Abstract

Subject of research: errors in approximation of a linear regression model within the framework of a logical-algebraic approach to data analysis.

Purpose of the study: to develop an algorithmic method for solving the problem of maximizing the number of permissible approximation errors using a linear-Boolean programming computer.

Methods and objects of research: the object of research is a linear regression model, the methods are linear regression analysis and mathematical programming apparatus.

Main results of the study: an algorithmic method is proposed for maximizing the number of permissible absolute and relative errors in approximation of a linear regression equation, which reduces to solving linear-Boolean programming problems of a dimension acceptable for practical situations. Solving generated problems of this type should not cause computational problems due to a significant number of effective software tools, for example, the LPsolve program, which is freely available on the Internet.

Numerical study of the influence of temperature data error on the determination of frictional heat generation

Abstract

Subject of research: determination of the friction torque and functions of the specific intensity of heat generation in system of sliding bearings.

The purpose of the study: To develop a method for determining the friction torque in sliding bearings using temperature data. Based on computational experiments, study the influence of errors in temperature data on the solution of the inverse problem.

Methods and object of research: A system of sliding bearings made of a polymer composite material on which a rotating shaft rests is considered. A mathematical model of the thermal process in the considered system of friction units is presented, taking into account the spatial distribution of temperature and its change over time. The temperature is measured at several points in each bearing. Frictional heat generation is determined by solving the inverse heat conduction problem from the condition that the measured and calculated temperatures are close. To ensure continuous data processing and determine the friction torque during long-term tests, the inverse problem of determining the friction torque from temperature data is solved at successive short time intervals. Then the resulting solutions are «glued together».

The main results of the study: With such a restoration, the discrepancy between the specified and restored functions of the specific intensity of heat generation is 10–15 % with an error level in temperature data of 10 %. The developed algorithm for solving the inverse problem of thermal conductivity can be used to determine the friction torques in real systems of self-lubricating sliding bearings.
